Liverpool City Council – Brickmakers Creek & Woodward Park SME and Peer Review Advisory
Lucas Construction Group was engaged by Liverpool City Council to provide independent subject matter expert and peer review advisory services for the Brickmakers Creek and Woodward Park project, a public domain and community infrastructure program with an overall value of approximately $30 million.
The engagement supported Council during the tender preparation phase by providing independent construction, staging and methodology advice to inform procurement decision-making and strengthen tender documentation prior to release.
Our role focused on providing an experience-based assessment of constructability, staging, interface risk and contractor methodology assumptions to support delivery certainty and project governance outcomes.
Advisory services provided included:
preparation of an independent, high-level construction programme and interface plan, including multiple iterative revisions to reflect evolving design information and delivery constraints
identification and review of key interfaces between landscape, civil, community building, carpark and services work packages
detailed peer review of the draft tender Scope of Works documentation to identify gaps, ambiguities, sequencing risks and interface issues
constructability and staging risk assessment to support accurate tender pricing and delivery planning
provision of consolidated written peer review commentary suitable for incorporation into Council’s final tender documentation
This engagement supported Council in improving tender readiness, strengthening programme realism and reducing procurement and delivery risk for a large, multi-package public domain and community infrastructure project.
