Liverpool City Council – Lighthorse Park Subject Matter Expert and Peer Review Advisory
Lucas Construction Group was engaged by Liverpool City Council and TURF to provide independent subject matter expert and peer review advisory services for the Lighthorse Park project, a major public domain and community infrastructure development with an overall project value of approximately $40 million.
Our engagement supported Council during the tender preparation and design development phase, providing independent construction insight to inform procurement strategy, programme logic, staging and delivery risk for this complex, multi-package park and community facilities project.
The role focused on supporting Council’s decision-making by independently reviewing constructability, methodology, interfaces and staging assumptions prior to tender release.
Advisory services provided included:
preparation of an independent, high-level construction programme and interface plan, including multiple iterative revisions to reflect evolving design information and staging requirements
identification and review of key interfaces between landscape, civil, community building, car park and services work packages
detailed peer review of the draft tender Scope of Works documentation to identify gaps, ambiguities, sequencing risks and interface issues
constructability and staging risk assessment to support accurate tender pricing and delivery planning
participation in Council-led design coordination and cost-planning meetings to provide real-time construction and logistics advice
provision of consolidated written peer review commentary suitable for incorporation into Council’s final tender documentation
This engagement supported Council in strengthening tender documentation quality, improving programme and staging realism, and reducing procurement and delivery risk for a large-scale, multi-disciplinary public infrastructure project.
