Sydney Harbour Federation Trust – Documentation and Handover Peer Review

Lucas Construction Group was engaged to provide independent construction advisory services to undertake a structured peer review of completed capital works packages across a federal government asset portfolio.

The engagement covered a program of 19 completed projects with a combined construction value of approximately $12 million, delivered across multiple operational and heritage assets.

Our role focused on the review of contractor handover documentation and on-site inspections of completed works to assess completion readiness, documentation completeness and close-out risk.

The scope included desktop review of submitted handover documentation and physical inspections of completed works to identify defects, omissions and outstanding close-out requirements.

Advisory services provided included:

  • independent review of handover and quality documentation

  • site inspections of completed works

  • identification of defects, omissions and outstanding close-out items

  • assessment of documentation completeness against project requirements

  • preparation of structured peer review reports to support client close-out processes

This engagement supported the client in strengthening handover readiness and improving consistency of close-out and documentation standards across its capital works program.
