Sydney Harbour Federation Trust – Headland Park Electrical and Fibre Upgrade Advisory
Lucas Construction Group was engaged to provide independent construction advisory services to support the preparation of consultant scopes and the procurement of specialist electrical and telecommunications design consultants for planned upgrade works at Headland Park, Mosman.
The engagement focused on developing clear, buildable and future-proofed consultant scopes to support accurate tender pricing and reduce risk associated with unknown site conditions, existing infrastructure interfaces and delivery constraints across an operational asset.
Our role also included providing subject matter expert advice during the consultant tender process to support technical evaluation, tender compliance assessment and procurement decision-making.
Advisory services provided included:
preparation of detailed scope documentation for electrical engineering and telecommunications design consultants
review of existing infrastructure information and available site documentation
on-site inspections and coordination with technical specialists to inform scope completeness
development of procurement documentation to support consultant engagement
technical review of returned consultant tenders for compliance, quality and alignment with project requirements
provision of subject matter expert advice during the tender period, including responses to technical tender queries
assistance to the client during consultant evaluation and shortlisting processes
This engagement supported the client in strengthening consultant procurement outcomes, improving scope clarity and reducing downstream design and delivery risk for future electrical and fibre upgrade works at the precinct.
